Kiev, Ukraine – Foreign Minister Mevlut Cavusoglu, National Defense Minister Hulusi Akar, Ukrainian Foreign Minister Dmitro Kuleba and Ukrainian Defense Minister Andriy Taran attended the meeting in Kiev in the format of “2+2” after the meeting a joint statement was issued.

In a statement, by prior agreement of the parties and political, cultural, economic and defense relations by expanding areas of cooperation including in the areas of their common intention about continuing to develop and strengthen the strategic partnership were confirmed.

In the statement, the parties drew attention to the existence and consequences of threats to the stability and security of the Black Sea region, which must be strengthened on the basis of respect for international law, the territorial integrity of states and their sovereignty within internationally recognized borders:

“(The parties) decided to explore new ways of cooperation between the navies of the two states in education and training, conduct multinational exercises and activities that support cruise security in the Black Sea. It agreed to continue its consultations bilaterally and with other relevant countries in the region. The Republic of Turkey reiterated its support for Ukraine in the process of reform, integration with European and transatlantic structures, including the European Union (EU) and NATO. It emphasized Turkey’s support for Ukraine’s sovereignty and territorial integrity within internationally recognized borders, including the Autonomous Republic of Crimea and the city of Sevastopol.”

In the statement, the parties noted that the development of cooperation in the defense industry between Ukraine and Turkey has been positively marked, confirming their intentions that the next meeting, organized in a “2+2” format with the participation of the foreign and defense ministers of the two countries, will be held in Turkey in 2021.

Ukrainian Defense Minister Andriy Taran, who made a statement after the meeting with the participation of the Ukrainian-Turkish Foreign and defense ministers, said: “the meeting in the format of ‘2+2’, which took place with the participation of four ministers, is a historical event. This meeting shows the importance that the Ukrainian-Turkish governments attach to the development of the strategic partnership between the states,” he said.

“These regions are under pressure because of Russia’s aggressive policy. In these circumstances, it is important to have intensive common relations between countries that want peace and security. In this case, I am satisfied that we have full understanding with my Turkish colleagues., “he said.

The Ministry of defence of Ukraine, the Cabinet of Ministers of Ukraine and the Republic of Turkey by implementing the military provisions of the framework agreement signed between the two states was to be determined in the intensification of cooperation between the armed forces stating that the Taran in this area, between the defence ministers tackled the issue of security will be the creation of a consultation mechanism would be useful, in this context, stressed the importance of the question format. Kuleba, Taran and his Turkish friends welcomed and held this meeting in the format of “2+2” for the first time.

“The defense and foreign ministers of the two countries sit at the same table and address political and security issues. Ukrainian President Volodymyr Zelensky and President Recep Tayyip Erdogan agreed on this format. In particular, we have taken the pride of writing a new page in the history of relations between Ukraine and Turkey.” said.

Kuleba noted that today they have agreed on how the format will work and the issues of the next meeting.

“This format will also be important in terms of Turkey’s support for Ukraine’s Euro-Atlantic integration.” he made his assessment.
