“A Scud ballistic missile was launched from the territory of Armenia into Mingechevir, Azerbaijan. Our air defense forces destroyed the missile thanks to the S-300s,” he said.

Azerbaijan’s Attorney General’s office said in a written statement that missiles launched by Armenia hit residential homes where civilians live in the city of Ganja.

Young citizens who were left under the rubble due to the attack and survived with minor abrasions told of those moments of horror and what they had experienced.

Ali Memedov, who said he left the completely destroyed house with his own means, said: “at first we heard an explosion. And then the house just collapsed on us. I think it was an earthquake first. Then my family and I came out of the wreckage.” said.

“I heard the screams of children and women,” said Memedov, who said he was in a big shock when he came out and the actual missiles fell on the buildings of his neighbors. We immediately helped them and tried to get away from the scene., “he said.

A mother, who was waiting in front of her house in tears, said: “2 of my children were injured in the head in the explosion. My mother was also injured in the foot due to falling pieces of glass.” said.

The young mother, who said her children are currently being treated in hospital, said: “for the first time in my life, I have experienced such a shock. What was our crime?”he cried out.

Ilham Abbasov, a resident of the region, said that Armenia’s call for a ceasefire should not be trusted, adding: “We have made a ceasefire for people to take their funerals from the fronts. But they shot us at the first opportunity. The attack shows the fascism of the Armenian army.” said.

Abbasov, who said that instead of the missiles falling, it belonged entirely to civilians, said: “What was this place? Military headquarters? Army? A neighborhood where children and women live, and a park right next to it.” said.

Strategic play from Russia to Turkey. A ceasefire table established in Russia with Turkey disabled decided to start peace talks and the United States, France and Russia to become mediators.

Which is in dispute between Azerbaijan and Armenia over the status of Nagorno-Karabakh region, as violent clashes continue that began on September 27, at the invitation of Russian President Vladimir Putin about the conflict, Russian Foreign Minister Sergei Lavrov and Azerbaijani Foreign Minister Ceyhun Bayramov mediated by the Met at the consultation meeting in Moscow, Armenian Foreign Minister Zohrab mnatsakanya. After an 11-hour meeting at the Russian Foreign Ministry, Russian Minister Lavrov read the joint statement alone. “On 10 October 2020 (yesterday) from 12: 00, a ceasefire was declared for the exchange of prisoners, prisoners and funerals in accordance with the mediation and criteria of the International Committee of the Red Cross for humanitarian purposes,” Lavrov said.

Azerbaijan and Armenia will begin substantive negotiations with the mediation of the co-chairs of the Organization for security and cooperation in Europe (OSCE) Minsk Group with the aim of reaching an early peaceful solution on the basis of the principles of settlement of the issue, Lavrov said. Lavrov also quoted the parties as confirming that the format of the negotiation process had not changed. And the ceasefire between Azerbaijan and Armenia on Nagorno-Karabakh was reached yesterday at 12.00. it began with dignity. At the moment, no information has been provided on the duration of the ceasefire announced for the exchange of prisoners and funerals in accordance with the criteria and mediation of the International Committee of the Red Cross. The parties are also working on the parameters of the ceasefire regime.

However, Azerbaijani President Ilham Aliyev said, ” on October 5, Turkey said, ‘We are on Azerbaijan’s side until the end.’ It was a warning to other actors. Although he said,” Turkey must be in the peace process, ” Turkey was not called to the table, and Lavrov did not count Turkey in the OSCE Minsk Group that will conduct the negotiations. Thus, with Moscow’s feint, Turkey was left off the table. “Turkey is a member of the OSCE’s Minsk Group, ” Unal Ceviköz, a former ambassador and former CHP Deputy, tweeted after Russia’s stance. Even if Azerbaijan-Armenia conducts ceasefire negotiations with the co-chairs of the group, Turkey should call the Minsk Group to a meeting and ask for information and explanations about the negotiations. Let’s not get offside again!” they warned.

Associate Professor, Department of International Relations, Istanbul University. Dr Hakan Güneş said: “it would not be right to say that Turkey has been left out here. Russia is already the third most powerful party apart from Armenia and Azerbaijan. He will continue to be at the table as one of the members of the Minsk Group in Turkey,” he said. Azerbaijani vice president Hikmet Hajiyev said: “Turkey is at the table. He is expected to participate in the process soon,” he said. However, Armenian Foreign Minister Zohrab Mnatsakanyan thanked Putin for his ‘individual efforts’.
